It turns out, out of all amazon KDP marketplace? Only Amazon IN is rejected consistently. Why? SO how am I supposed to receive payments now that Amazon India doesnt work with Payoneer?

I checked our records and it appears that the failed payment email you've received is for IN marketplace. Rest assured that, there are no issues with processing the other marketplace royalties.
Further, I see that the latest IN payment # 46xxx6 were rejected by your financial institution due to Credit Entry Refused by Receiver. Hence, until now IN store royalties alone, placed on hold.
Upon checking I see that, until now you've earned INR 2,038.71 (≈ USD 31) from IN Kindle Store. To remove the hold and to reprocess the pending payment, please re-update the bank account information.
For security purposes, you cannot edit your bank's details for an account. You'll need to delete the bank you want to edit and add a new one.
- Sign in to your KDP account: https://kdp.amazon.com
- Go to Your Account and select “Payment & Banking”
- If you have a bank account entered, delete by clicking “Delete” under the account’s name
- Under “Tell us about your bank” follow the prompts to add payment information
- Click “Add” to save information. You will be notified with a green check that you’ve updated your information
- Click “Save”
