Fees when Withdrawing EUR to EUR Bank Account in Country that does NOT use EUR?

In the Payoneer Fees page:

...it states the following regarding Withdrawals:

This would suggest that if I were to Withdraw EUR to a EUR Bank Account in St. Vincent & Grenadies which does NOT use EU as its official currency, I would be charged 2% instead of €1.50, and that is too high for a same currency withdrawal.

However, when I asked Payoneer Support what the Withdrawal fee would be since the site and blog are not clear about it, 3 different support representatives confirmed to me that the Withdrawal Fee would be a flat 15 EUR (plus any corresponding bank fees):

The fee charged by Payoneer for making withdrawals in USD/EUR is 15.00 USD/EUR per withdrawal. Please note that corresponding banks are often involved in international wire transfers. Payoneer has no control over the fees these banks may charge.

Yet nowhere on the Payoneer site can I find reference to a 15 EUR Withdrawal Fee, and I do not want to start using Payoneer thinking I'm only going to be charged 15 EUR for my withdrawals, and then end up paying a huge 2% fee to Withdraw from EUR to EUR just because the country where my business's bank is in does not use EUR as its official currency.

I'm specifically concerned about this because when I asked the support reps to please link me to the 15 EUR fee on their site for me to confirm, they did not do so, so I do not know where they are getting this 15 EUR fee from since it is not listed anywhere in their Fees page.

So, can someone please confirm what the Withdrawal Fee would be if I withdrew a EUR balance to a EUR bank account in St. Vincent & Grenadies which does NOT use EU as its official currency and where I can confirm this information?
