Collegeboard deducted payment but never completed registration

So I was registering a student for collegeboard SAT test and it threw an error during the payment process. Because of that error, the website never completed registration and later I came to know that collegeboard has already deducted payment from my account.

Now no registration and my whole money in the pocket of collegeboard. Since they have a history of never returning the payment, what should I do in this scenario?

Will starting a dispute help me in getting my payment back?If yes then how to start a dispute? I can't find any form..
