payoneer yearly fee info of an long time unused account

Hello there,
I registered my payoneer account on 2018. I never made any withdrawal on my account since I registered it. Now I want to use it for withdrawal . Do I need to make payment for the previous years when I didn't make any withdrawal. Please tell me details..
