I can see my balance but get Getting General Transaction Error whenever I try to draw money from ATM

Whenever I try to draw money from ATM, it gives me general transaction error. On another ATM I had to choose which account and since Payoneer had not specified anything, I decided to go with default. I can see my balance but I am unable to withdraw money. Also, even though I enter 15,000 to draw (which is a multiple of 500) I still get error that I need to choose multiple of 500. Bankers have told me there's nothing wrong on their end. Payoneer help service isn't helping me either. What should I do? I tried to resolve the issue through live chat but they don't answer my problem either. I tried emailing them but they also don'y help with any thing. Who am I supposed to ask for help regarding this issue?
