Balance transfer from Upwork to US Virtual Bank Account for covering DHL/FedEx fee.

Hi,
It's about three months since I requested for Payoneer MasterCard for the second time but I've not received it yet. So I want to get my card through DHL/FedEx. To cover the shipping fee can I transfer the required balance from Upwork to US Virtual Bank Account (main Payoneer account is not activated yet)?

Hope I will get solution from the experts.
